Commercial prosumers as catalysts for PV adoption in Southeast Europe
With case studies on Bulgaria, Croatia, Greece and Romania

The Southeastern EU Member States despite being in different stages of decarbonizing their power sectors, specifically phasing-out coal, have one thing in common: excellent preconditions for deploying solar PV. Indeed, the solar PV market in this region is on the cusp of a significant transformation, driven by a combination of factors including stronger project economics, the improved availability of financing, as well as rising electricity and carbon prices. One segment of the PV market that started to boom but was typically overlooked by the regulators in the past, is the SME market installing PV, making them “commercial prosumers”. Prosumers are a pillar of the EU’s power sector transformation since adoption of The Clean Energy for All Europeans package, but as the regulation governing prosumer activities is mainly coming from the national level, smart policy frameworks will be necessary to catalyze investment at scale and support the push from the market we are currently witnessing in this segment.
In this light, Agora Energiewende commissioned E3 Analytics with a study whose goal is to feed into the national debates of Bulgaria, Croatia, Greece and Romania on developing an enabling policy and regulatory framework for the uptake of roof-top PV within the commercial sector.
On 20 January, Toby Couture from E3 Analytics presented the main results of the study and discussed the future of prosumers and solar PV in SEE. A Q&A session for the audience's questions took also place.
